You can make any X servers into a cluster if you have the right amount of disk space to hold all the replicas.

I wonder what reason you have to move the users over to one server instead of keeping the users on their existing home servers? If the server can handle the additional load, then there's no reason to worry, but if you're not sure, you could just leave everyone where they're at and create the replicas on to each server as needed. This reduces user impact (moving mail servers), and splits your user base across all the servers.
